Timelines for GDS Transfer Portal (Rule 3)
The GDS Transfer Portal follows a predefined activity-wise schedule for each Rule-3 transfer cycle. All GDS transfer online actions—from vacancy updation to final relieving—must be completed strictly within the notified timelines. Missing any stage may result in rejection or loss of transfer opportunity under GDS transfer rules.

How to Apply for GDS Transfer Online
The GDS transfer application process is fully digital and user-driven.
Step-by-Step Process:
- Login to the GDS online transfer portal using Employee ID
- Open the active GDS Rule 3 transfer cycle
- Verify personal details auto-fetched from HRMS/PIS
- Select applying ground (General / Spouse / PwBD / Mutual)
- Choose division and post preferences
- Upload required certificates (if applicable)
- Verify mobile number and email via OTP
- Submit the GDS transfer application
After submission:
- Preferences can be modified once (if window opens)
- Application can be withdrawn before verification
- Approved transfers can be cancelled only within the notified window
GDS Rule 3 Transfer Rules
The GDS transfer rules are governed by Rule-3 – Limited Transfer Facility to GDS, issued by the Department of Posts and implemented through the GDS transfer portal / GDS online transfer portal. These rules define who can apply, when to apply, how transfers are processed, and under what conditions a transfer is approved or rejected.
It is important to note that GDS transfer is a facility and not a right. Every GDS transfer online request is subject to eligibility, availability of vacancies, and administrative approval.
1. Nature of GDS Transfer Under Rule-3
- Transfers are permitted only on request or by mutual exchange
- All transfers are processed online only
- No manual or offline GDS transfer form is accepted
- Transfers are allowed against clear vacancies only
- Transfer is at the own cost of the GDS
2. GDS Transfer Eligibility Rules
Minimum Continuous Engagement
- General GDS:
Minimum two (2) years of continuous engagement - PwBD GDS (benchmark disability):
Minimum one (1) year of continuous engagement - Mutual transfer:
Both GDS must have completed one (1) year of engagement
Engagement period is counted from the date of regular engagement as on the last date of application submission.
3. Limited Transfer Facility to GDS – Transfer Chances
The limited transfer facility to GDS restricts the number of transfers allowed during the entire service:
- Male GDS: Maximum 2 transfers
- Female GDS: Maximum 3 transfers
A cooling-off period of one year is mandatory between two successive transfers.
The following are treated as transfer chances availed:
- Approved transfer later cancelled by the GDS
- Refusal to join after transfer approval
- Cancellation request submitted after allotment
4. GDS Transfer Conditions (Mandatory)
Every GDS transfer application must satisfy the following conditions:
- Verification of:
- Educational qualification
- Caste (if applicable)
- Police / antecedent verification
- No pending:
- Disciplinary proceedings
- Vigilance cases
- Criminal or court cases
- Cooling-off period must be completed
- Correct TRCA / level selection
If any verification is pending or incomplete, the application is rejected outright.
5. Permissible Levels & TRCA Rules
Transfers are allowed only within the same TRCA slab or permitted equivalent level.
GDS BPM Transfer Rules
A GDS BPM transfer is permitted only if:
- TRCA slab compatibility is satisfied
- Required educational qualification is possessed
- Branch Office accommodation is arranged
- Mandatory BPM training is completed before joining
The GDS online transfer portal automatically blocks ineligible BPM preferences.
6. Grounds for GDS Transfer
A GDS can apply under one of the following grounds:
- General
- Spouse ground
- PwBD (benchmark disability)
- Mutual transfer
For spouse and PwBD cases, upload of valid supporting certificate is mandatory. Incorrect or invalid documents lead to rejection.
7. Priority Order for Allotment
When multiple applications are received for the same post, transfers are processed in the following order of priority:
- PwBD GDS
- Female GDS on spouse ground
- Male GDS on spouse ground
- Earlier date of engagement
- Female GDS (general)
- Older age
- Date and time of application submission
This priority order is strictly followed by the system.
8. Application and Modification Rules
- Only one division can be selected per GDS transfer application
- Multiple posts can be selected within that division
- Order of preference is binding
- One-time modification of preferences is allowed during the notified window
- Withdrawal is permitted only before verification
After the verification window closes, no changes are allowed.
9. Cancellation Rules After Approval
- Cancellation is allowed only within five (5) days of publication of the approved transfer list
- Cancellation must be submitted online
- Cancellation after approval is treated as one transfer chance availed
- No cancellation is permitted after the cancellation window closes
10. Relieving and Joining Rules
- Relieving is done only after cancellation window
- No extension beyond final relieving date is allowed
- GDS must join the new post within five days of relieving
- Delay beyond five days is treated as break in service, unless condoned
Special provisions exist for female GDS on maternity leave, where deemed relieving is allowed.
11. Seniority and Service Benefits
- Past service is counted for:
- Departmental examinations
- Annual TRCA increments
- On transfer, GDS becomes junior-most in the new unit (except same division transfer)
- No claim to return to the previous post/unit
12. Financial Rules
- No TA/DA is admissible for GDS transfer
- All relocation expenses are borne by the GDS
- Transfer does not affect eligibility for future recruitment or exams
13. Authority and Final Decision
- Divisional / Unit Heads verify eligibility
- Circles approve vacancies
- CEPT manages the GDS transfer portal
- Directorate of Posts retains the power to amend GDS new transfer rules
The decision of the competent authority is final and binding.
